PRESS RELEASE – This past Wednesday, the Loudoun County Planning Commission passed two resolutions that were important for the continued progress in our efforts to bringing professional baseball, and other events, to Loudoun County. The votes were 7 – 2 on each resolution to allow Kincora Village project to move forward.
The first resolution was for a recommendation of approval to the Board of Supervisors for the approval of a mixed use project application that would include a residential component. This measure passed with Commissioners Gigi Robinson of Leesburg and Peggy Maio of Blue Ridge voting in opposition to the measure.
The second resolution was also a recommendation by the Planning Commission to approve a request for the creation of a Community Development Authority (CDA) for Kincora Village. This would allow for the financing of @ $70.0M in, primarily, road infrastructure in Kincora to be paid for by Kincora property owners and businesses. Remember, there are no public funds being used to build Kincora so a CDA is a financing tool that helps get the project done. Commissioners Robinson and Maio also opposed this measure as well.
Fortunately, there was strong support by the other Commissioners who led the affirmative vote and helped get the resolutions passed.
The next step is occurring on Monday, May 10th at the Government Center in Leesburg at 5:00pm. This is the public hearing for YOU to express your support. I cannot emphasize enough how important this hearing is. If you can come as a Loudoun County resident or business owner or business executive then please do so. You will be granted a minute or so to simply state that you are in favor of economic development in Loudoun County.
The public hearing is NOT a baseball rally. VIP Baseball has already secured the Special Exception that was needed to build the ballpark and we are continuing toward that goal. This hearing is a precursor to the final Board of Supervisors vote on the Kincora project. VIP Baseball urges you to support the Kincora project because of what it will mean to all of us.
We are expecting that final Board of Supervisors vote to be held in late May or early June, 2010. Please join us in this last chance to express your opinion. It has never been more important than it is NOW! Do not take this hearing for granted. The Board needs to hear that you want good development projects in Loudoun County. Economic development in Loudoun is needed for jobs and to help keep the prices in the ballpark at the affordable level for all families.
We are almost there! Your growing support is a major factor in getting this project to this point. Let’s voice our support of the economic impact of Kincora on Loudoun County by showing up at the hearing and stating such. Bring other interested parties as well because this is the last chance to convince our leaders that Loudoun County residents want a project like this to be approved.

The Loudoun County Board of Supervisors voted 5-4 to approve the Kincora development which surrounds the baseball stadium. Hopefully there will be roads built to carry baseball event attendees to/from the games but there is no assurance that Kincora will ever build those roads, at least not until they get 1400 residential units sold, which could be years from now.
