Now that the California Supreme Court has essentially ruled to kill off local redevelopment agencies, the city of Oakland is eyeballing the EB-5 visa program to fund a new ballpark for the Oakland A’s. This pay-to-play visa program allows a potential immigrant to get a green card for himself and his immediate family by investing at least $1 million in a project that produces at least 10 full-time jobs.
