Buck Rogers, an 18-year Minor League Baseball executive, has been named the first General Manager in the history of the Biloxi Baseball Club. Minor-league team owner Ken Young said Thursday that he’s hoping for a vote by the end of the month on the proposed new downtown Biloxi (MS) stadium so it can be built in time for the start of the 2015 season.
