The St. Paul Parks and Recreation Department and the Lowertown ballpark project team have selected “Meander” — a lengthy public art sculpture composed of 28 lighted pillars — to decorate the west plaza of the new ballpark being built for the indy pro St. Paul Saints (American Association).
