CityScape LLC, an affiliate of St. Petersburg-based developer Echelon, sent a letter to Mayor Bill Foster requesting a meeting with stakeholders to present a proposed new plan for a new baseball stadium for the Tampa Bay Rays in Carillon business park, just west of the Howard Frankland Bridge, in the Gateway area of St. Petersburg.
