The Hagerstown (MD) City Council voted Tuesday to give preliminary approval to sell $9.08 million in municipal bonds for a number of local projects, including $4.42 million for initial work on a proposed new downtown ballpark for the Single-A Hagerstown Suns (South Atlantic League), provided the stadium plan moves forward.
